All-Way Stop Warrants

This documentation goes over the All-Way Stop Warrants tab.

1. Access All-Way Stop Warrants Tab

  • The All-Way Stop Warrants tab provides justifications for whether a location qualifies for an all-way stop.

  • These justifications follow the guidelines in Book 5, Dec 2021, Ontario Traffic Manual .

  • The tab is divided into four sections:

    • Urban Arterial

    • Collector/Rural Arterial

    • Local

    • Collision Experience

  • Each section shows if the location is justified for an all-way stop based on specific conditions.

2. Configurations

  • Configurations allow you to adjust settings related to justifications.

  • This section works similarly to the configurations in Signal Warrants , but includes specific settings for All-Way Stop Warrants .

3. Section Type

  • Displays the section type of the location in the study.

  • This field is not editable.

4. Threshold Values

These values represent thresholds required for urban, collector/rural, and local justifications:

  • Total Volume All Legs : Total vehicle and pedestrian volume for all legs of the intersection.

  • Crossing Major : Pedestrian and vehicle volume crossing the major road.

  • Delayed Crossing Major : Delayed pedestrian and vehicle volume crossing the major road.

5. Maximum Percentage Splits

  • Maximum percentage splits allowed for urban, collector/rural, and local justifications.

  • Standard splits:

    • 3-Way Intersection : 75/25

    • 4-Way Intersection : 70/30

6. Hours Needed for Justification

Determines the number of hours required to meet the justification criteria for urban, collector/rural, and local areas.

7. Crossing Traffic Delay

  • Enabling this setting factors in delays for cross traffic during the analysis.

  • Toggle the Crossing Traffic Delay switch to enable or disable.

8. After Modifying Configurations

After making adjustments:

  1. Click on the calculator button to recalculate justifications.

  2. Save the changes using the save button at the top.

9. Urban Arterial Justification

Justification criteria:

  • Top 8 hours with the highest volume must exceed:

    • 500 for total volume

    • 200 for pedestrian/vehicle crossings on the major road.

  • Percentage split must remain below 70/30 or 75/25 (depending on section type).

10. Collector/Rural Arterial Tab

Navigate to the Collector/Rural Arterial tab to evaluate justifications specific to this section type.

11. Collector/Rural Arterial Justification

Similar to urban arterial justification but with these criteria:

  • Top 8 hours with the highest traffic volumes must have:

    • Total volume ≥ 375

    • Crossing major road volume ≥ 150

    • Split on the major road ≤ 70% or 75%.

12. Local Tab

Navigate to the Local section to check for justifications.

13. Local Justification

Criteria for local roads:

  • Top 4 hours with the highest traffic volumes must have:

    • Total volume ≥ 375

    • Crossing major road volume ≥ 75

    • Split on the major road ≤ 70% or 75%.

14. Collision Experience Tab

Navigate to the Collision Experience section to evaluate justification based on collision data.

15. Collision Experience Justification

  • A minimum number of collisions over three years is required:

    • Arterial roads : At least four collisions annually.

    • Collector/local roads : At least three collisions annually.

  • You can view and edit the collision data in editing mode .

16. All-Way Stop Warrant Report Tab

To create a report:

  • Click the Reports Tab .

  • The report includes all justifications, along with details about the study and location.

17. All-Way Stop Warrant Report

The generated report provides:

  • Details for each justification section (Urban Arterial, Collector/Rural Arterial, Local, Collision Experience).

  • Study and location information at the top.
